* The term "without employment health benefits" refers to workers whose employers do not pay any portion of the employee's health insurance costs. The minimum needs budgets "without employment health benefits" reflect the amount these households would pay to purchase health insurance on the private market.
** The hourly wage necessary for one full-time, full-year worker to earn the respective minimum needs budget or combined wage for two adult workers.
